SUMMARY:


Performs moderate to complex professional-level work related to various elements of neighborhood planning.  The Neighborhood Planner will work closely with Lubbock residents, businesses, and City of Lubbock staff to create small area plans and programs for Lubbock neighborhoods. Provide technical assistance and guidance in the formation of neighborhood specific land use, transportation, traffic and other plans and in the development of strategies to implement plans developed.

 

ESSENTIAL FUNCTIONS:

  • Implement and assist with the City’s Neighborhood Planning Program;
  • Oversee and actively participate in the neighborhood engagement efforts;
  • Lead and facilitate neighborhood engagement community meetings;
  • Gathers and analyzes data concerning neighborhoods, economic corridors, and other small areas to create formal plans;
  • Research, develop, and implement plan strategies, programs, and revitalization projects;
  • Monitor and evaluate the progress and effectiveness of plans and programs;
  • Provide information or recommendations regarding comprehensive, neighborhood, and small area plans as they apply to amendments to the Code of Ordinances, updates to the Future Land Use map, current policy and procedures, catalyst projects, and/or the initiation of new studies or programs;
  • Serve as liaison for neighborhood planning activities with community members, neighborhood groups, and developers, City Boards and Commissions, City Council and others;
  • Attends and presents at various public meetings of the Planning and Zoning Commission, Zoning Board of Adjustment, Urban Design and Historic Preservation Commission, City Council and others;
  • Write and presents formal and technical reports, working papers, and findings concerning related neighborhood planning, economic planning, transportation planning, or environmental planning;
  • Assists in the development and preparation of the department's Capital Improvement budget as needed;
  • Performs related work as assigned.

 

QUALIFICATIONS:


Completion of a bachelor degree in urban planning, architecture, landscape architecture, civil engineering, geography, public administration, or a related field with an additional three years progressively responsible neighborhood planning or related experience; or any combination of relevant education and experience which provides the following:

Valid Current Driver's License
Certification by the American Institute of Certified Planners (AICP) Preferred 

 

KNOWLEDGE AND ABILITIES:

Knowledge of:

  • Urban planning principles and practices;
  • In-depth knowledge of one or more planning specializations, such as economic development, transportation planning, environmental planning, or neighborhood planning.
  • Knowledge of principles, methodology, and practices of data collection
  • Effective writing techniques;
  • Community remediation and redevelopment, and knowledge of local, state, and federal programs;
  • Environmental Protection Agencies Brownfield and Land Revitalization Program;
  • Municipal government operations;
  • Computer aided design programs;
  • Standard computer office suite (MS Office).

Ability to:

  • Prepare planning reports including graphic materials;
  • Organize and assist with the work of others;
  • Establish and maintain effective public relations;
  • Communicate effectively with others, orally and in writing both internally and externally;
  • Speak effectively in a public setting;
  • Conduct thorough and effective research;
  • Work on several projects or issues simultaneously;
  • Work independently or in a team environment as needed;
  • Produce deliverables as scheduled and in a timely manner;
  • Adhere to timelines.

Physical Requirements:

  • Frequently bend during the shift;
  • Occasionally kneel during the shift;
  • Frequently lift and carry up to 10 pounds;
  • Occasionally lift and carry up to 25 pounds;
  • Occasionally rotate upper trunk to the left or right while sitting or standing;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Place arms above, at, or below shoulder height;
  • Coordinate eye and hand movement in order to operate a vehicle.
