Over the last decade, our planning program has grown from a small technology pilot project to become a model for community planning adopted by state and federal agencies. Position Profile (2 Positions)

Analyst II Position: We are seeking an experienced GIS professional, quick learner, and someone who thrives on applying GIS to real world challenges our communities face.  Your GIS efforts will support the ability of communities to plan for sustainable development, conserve resources, and reduce the risk from natural hazards. The hire will join our urban planning-GIS team to support the creation of highly localized, detailed participatory GIS tools and data visualizations for community leaders and stakeholders across Texas and beyond. Because our work is for engagement with the public, any experience with community and resiliency planning is highly beneficial and required. By joining us, you will work as part of a team to shape and improve the CHARM platform though the development and application of new data sets, new mapping exercises, and new analytical tools. The hire will be working to enhance our data library and its quality, assist with spinning up new interactive CHARM models in GIS, and developing solutions to streamline geoprocessing workflows. You should enjoy being part of a team whose goals are to directly assist communities. The hire will work simultaneously on multiple projects and able to make sound independent decisions within established program guidelines. 


Team Leader & Analyst II Position: In addition to the above items, the team leader manages the GIS team’s day-to-day operations and ensuring that tasks and projects are coordinated and delivered within project milestones. The position will work closely with TCWP’s planning teams to produce data driven project features that support our community-based projects. You will collaborate extensively with TCWP team members to identify GIS initiatives and project goals, contribute directly towards the strategic development of TCWP programs, and build relationships with partner organizations. The hire will work simultaneously on multiple projects and able to make sound independent decisions within established program guidelines. The position reports to the GIS Program Manager.


General Qualifications

  • 5 or more years’ GIS experience is preferred; a minimum of 3 years’ GIS experience is required to be considered.
  • Knowledge and experience with participatory GIS methods and applications.
  • Urban planning or land use planning experience is required.
  • Subject matter background in either natural hazards, hydrology, or natural resource management is highly beneficial and preferred.
  • Ideally, the preferred candidate will have a master’s degree in geography, planning, engineering, environmental science, information systems/technology or allied discipline.
  • We expect you to be skilled in advanced ESRI ArcGIS tools and methods, including ESRI, ArcMap, ArcPro, AGOL, Access, MS SQL, Microsoft Office, or equivalent is preferred. Ability to develop and use scripts to streamline workflows, and to have advanced knowledge of geodatabases and relational databases.
  • Any experience with CommunityViz software is valued but not required.
  • You’ll be working with GIS data sets of all types, at all scales.
  • Hires must be able to quickly interpret data formats, attributes, and their properties to support the development of new GIS-based tools for decision-support and planning.
  • Knowledge of data source methods, projections, scale, domains, and definitions is required.
  • Be highly organized and attentive to detail in all aspects of GIS work and technology. Adapt to changing technologies and learn functionality of new systems.
  • Well-developed leadership and project management skills; must be a team player with the ability to lead and motivate work teams.
  • Strong communication and writing skills are expected.
  • GISP credentials are valued.
  • Hire must be able to occasionally travel overnight as part of the team for project work and planning meetings.



Salary is commensurate with experience, education, skills, and responsibilities.
