Develops and implements comprehensive plans and programs for utilization of land and physical facilities of cities, counties, and metropolitan areas by performing the following duties.

 Essential Duties and Responsibilities:

Duties include but are not limited to:

  • Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data.
  • Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs.
  • Scheduling and attending pre-application meetings.
  • Facilitating development review committee meetings.
  • Serving as staff liaison for Historic Landmark Preservation Committee (HLPC) and Zoning Board of Adjustment (ZBA), and Planning and Zoning Commission.      
  • Preparation of staff reports for City Council, P&Z Commission, ZBA, and HLPC Committees.
  • Assist with drafting approval and denial letters and the zoning verification process.
  • Correspondence and customer service for the citizens and general public both in person and via phone calls.
  • Respond to internal requests for information.
  • Draft City of Lancaster Connection quarterly submittals.
  • Review of planning applications (plans review).
  • Assist other department and sections with development related issues.
  • Other duties may be assigned.

Supervisory Responsibilities
This job has no supervisory responsibilities.

Bachelor's degree (B. A.) or equivalent; or one to two years related experience and/or
training; or equivalent combination of education and experience.

Salary Range
Starting salary is $70,400
