Under direction of the Building Official and/or the Director of Planning, the Code Compliance Officer performs a variety of duties associated with enforcing City codes and ordinances through inspection of violations/complaints. This position is responsible for the enforcement of all applicable City, Bastrop County, and state environmentally related laws, codes, zoning ordinances, and regulations.

  • Responds to and resolves customer complaints regarding City code violations.  
  • Responds to observed or reported emergency situations and ordinance violations as well as after-hours emergencies.
  • Writes reports and records data on appropriate logs/forms; maintains up-to-date records and files.
  • Issues citations/verbal warnings/public relations.
  • Enforces zoning regulations, identifies violations, notifies owners and verifies compliance or non-compliance.
  • Enforces sign code, identifies violations, notifies owners, and verifies compliance or non-compliance.
  • Creates and explains informational flyers on code enforcement for the public.
  • Professionally represents the City of Bastrop. 
  • Maintains a level of understanding of concerns of citizens, and effectively deals with the public to gain their cooperation in resolving violations.

Secondary, in conjunction with the Police Department Code Enforcement

  • Enforces lot clearing ordinances, locate overgrown or debris-ridden lots, estimates amount of trash, and calculates square footage to be mowed; documents findings and coordinates with owners or private contractors hired by the City to clear land.
  • Investigates illegal dumping and the accumulation of trash used materials and abandoned or inoperative vehicles.

Minimum qualifications & Requirements

Knowledge of: 

  • Principles, interpretation, and administration of applicable policies and codes.
  • Applicable municipal, state, and federal codes, ordinances, regulations, and guidelines.
  • Pertinent codes, state laws, and City ordinances.
  • Legal procedures involving enforcement of codes, state laws, and City ordinances.
  • Sufficient technical knowledge to conduct inspections of property for violations.
  • Basic inspection and investigation techniques.

Skill in: 

  • Reading and interpreting codes.
  • Reading and interpreting maps, plat maps, building plans, or site plans.
  • Entering and retrieving data.
  • Preparing records and reports in a court admissible fashion for hearings and trials.
  • Communicating effectively in person, by telephone, and both orally and in writing.
  • Establishing and maintaining effective working relationships.
  • Dealing effectively with code enforcement problems and preparing letters and reports 
  • Interpreting and applying legal writings, state laws, ordinances, code books, environmental regulations, procedural manuals, policy statements, public safety reports, inter/intra correspondence, maps, plat maps, codes, and court records.
  • Performing basic mathematical calculations; interpreting data, and preparing statistical reports.
  • Setting priorities.
  • Recordkeeping.
  • Making deductions and decisions professionally.
  • Using computer and related software programs, including Microsoft Office, MyGov, and Incode.

Education, Training and Licenses/Certifications: 

  • High school diploma or equivalent.  
  • Three (3) years of full-time work experience in code enforcement, building construction trade, or related experience.
  • Valid Texas Driver’s License with an acceptable driving record to be maintained throughout employment with the City.
  • Certification as a Registered Code Compliance Officer in the State of Texas or the ability to obtain within one (1) year of employment.
  • International Code Council (ICC) Property Maintenance Inspector Certification or the ability to obtain within one (1) year of employment.
  • International Code Council (ICC) Zoning Inspector Certification or the ability to obtain within one (1) year of employment.
  • Required to complete FEMA NIMS Training 100, 200, 300, 400, 700, 800 and other relevant NIMS trainings.


  • Must be able to work holidays, weekends, or after hours for special events, meetings, or during emergency situations as required.
  • Must be able to pass a comprehensive background investigation, physical exam, and a drug and alcohol screening.
