JOB SUMMARY
The Planner coordinates development review and permitting processes in the Development Services Department. Reviews subdivision plats and site plans for compliance with city codes and regulations. Provides staff support to the Planning Commission, and prepares long- and short-range plans and programs related to the growth and development of the city. Assists with the administration of Metropolitan Planning Organization (MPO) and Community Development Block Grant (CDBG) programs and grants.
Salary amount offered depends on qualifications. This is an exempt position.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Coordinates the development review process, guiding projects through the subdivision platting, site plan and permitting stages.
- Works with developers, surveying/engineering consultants, architects, contractors and citizens, answering questions and providing information regarding the planning and land development processes.
- Coordinates pre-application conferences and Development Review Team (DRT) meetings for proposed subdivisions, developments and building projects.
- Reviews subdivision plats and site plans for compliance with city codes and regulations.
- Keeps track of all development review applications, assuring proper and timely review and response to applicants.
- Provides staff support to the Planning Commission, prepares staff reports for Planning Commission agenda items, and presents information and recommendations to the Planning Commission.
- Researches and prepares planning and development-related codes and city code revisions.
- Prepares long- and short-range plans and programs related to the growth and development of the city.
- As directed, provides staff support for the implementation of the City’s Comprehensive Plan including research, providing reports, studies, or plans, data collection and analysis for the Comprehensive Plan and associated action agendas.
- As directed, provides staff support to the Community Development Coordinator in administering the Community Development Block Grant program.
- As directed, provides staff support to the Metropolitan Planning Organization (MPO).
- Regular attendance at work and arrives on time.
- Performs all other job-related duties as assigned or as become apparent.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
Ability to sit, stand and move about an office or building. Ability to drive a vehicle to and from various work sites. Employee may occasionally be exposed to seasonal temperatures when examining project sites. May also be exposed to construction and/or traffic hazards.
REQUIRED QUALIFICATIONS
Knowledge, Abilities and Skills:
Knowledge of principles and practices of city planning as they pertain to land development. Knowledge of common municipal regulations, codes and processes pertaining to planning and development review. Ability to read, understand and interpret codes, regulations, maps, surveys, plans and other technical materials. Ability to review subdivision plats and site plans to determine compliance with applicable regulations. Ability to research and write planning and development-related ordinances, plans and reports. Ability to effectively work and communicate, both orally and in writing, with citizens, customers, elected and appointed officials and other contacts. Ability to establish and maintain cooperative working relationships with co-workers, subordinates and customers. Computer applications skills to include word processing, spreadsheets, GIS and/or graphics programs.
Minimum Education, Experience and Certification:
A Bachelor's degree from an accredited college or university with major coursework in Urban Planning or closely related field with one year of customer service experience. Bachelor’s degree earned from a Texas accredited college or university and an internship with a municipal planning agency or amaster’s degree in Urban Planning is preferred. Will also consider equivalent combination of experience and education, which provides the knowledge, abilities and skills required for the job. Valid Texas driver’s license with driving record that meets City guidelines.
