The Permian Basin MPO is seeking a dedicated Senior Transportation Planner to spearhead our efforts in optimizing mobility and infrastructure across Martin, Midland, Ector Counties, and the Cities of Midland and Odessa, significantly impacting the lives of the local community.


About Us:

As a federally mandated agency, the Permian Basin MPO is a regional agency mandated to conduct cooperative, continuous, and comprehensive transportation planning improvements. Supported by the Federal Highway Administration and the Federal Transit Administration through the Texas Department of Transportation, we ensure that federal and state tax dollars are spent wisely and in accordance with the region’s most vital needs.


Your Role:

As Senior Transportation Planner, you'll oversee administrative tasks involving professional and supervisory responsibilities supporting the Executive Director at the MPO. Your focus will be on preparing long-range transportation plans, conducting sub-area studies, and developing short-range transportation improvement programs. Additionally, you'll assist with annual work programs and help prepare critical MPO documents, policies, and programs. Your role will include performing travel model activities, ensuring technical accuracy in results, and forecasting highway and transit needs for regional and corridor analysis. You'll analyze model outputs, collaborate with team members to update processes, and present findings in various formats. Working closely with consultants, you'll coordinate transportation and data collection tasks to advance MPO objectives.


Key Responsibilities:

  • Develop and implement comprehensive transportation plans aligned with regional objectives.
  • Conduct impactful studies and assessments to inform transportation decisions.
  • Foster collaboration among government agencies, community groups, and private sector partners.
  • Mentor and guide a team dedicated to innovative transportation solutions.
  • Evaluate project feasibility and environmental impact, ensuring cost-effective and sustainable outcomes.
  • Stay ahead of industry trends and integrate cutting-edge technologies into planning processes.



  • Bachelor’s degree in Urban Planning, Civil Engineering, Transportation Engineering, or a related field.
  • 1-3 years of experience in transportation planning, focusing on urban mobility and infrastructure development.
  • Strong analytical skills and proficiency in transportation modeling software (GIS programs, TransCAD, etc.)
  • Strong communication and leadership skills, with a knack for engaging diverse stakeholders.
  • Project management expertise, including budget oversight and timeline management.
  • Knowledge of federal, state, and local transportation regulations and funding mechanisms.
