Responsibilities and Qualification

  • Manages personnel and operations related to technical review and approval of subdivision plats and construction plans and documents through development review, permitting, and code enforcement; Updates Regulations for Subdivisions when needed.
  • Responsible for changes to the subdivision regulations and other applicable development regulations based on new and/or updated state legislature.
  • Oversees coordination between Development, Mobility, and Permit staffs as needed for county right-of-way and commercial development permits.
  • Coordinates with applicable municipal agencies regarding Major Thoroughfare Plan amendment requests and makes commendations to Commissioners Court.

  • Point of contact for coordinating development agreements between developers and Fort Bend County for major thoroughfare improvements and contributions.

  • Coordinates plat reviews in City of Houston Plat Tracker and represents the County on City of Houston Planning Commission.

  • Manages GIS staff, data, and content for internal and external mapping requests and internet accessibility.

  • Reviews Traffic Impact Analysis for new development in unincorporated areas.
  • Coordinates department activities with those of other departments and outside agencies and organizations; Provides staff assistance to the County Engineer, Commissioners Court; Prepares other necessary correspondence; Assists with conflict resolution between departments, cities, developers, engineers, and citizens for permitting, construction, and development related to County Regulations.
  • Reviews and recommends Subdivision Regulation approvals and variance requests, and early start requests; Presents proposed development plans, coordinates variance requests and development agreements directly with members of Commissioners Court.
  • Oversees the preparation of documents submitted to Commissioners Court for plat approval, and other development related items.
  • Represents the department to outside groups and organizations; Participates in outside community and professional groups and committees; Provides technical assistance as necessary.
  • Builds and maintains positive working relationships with co-workers, other county employees and the public using principles of good customer service.
  • Develops, plans, and implements department goals and objectives; Recommends and administers policies and procedures.
  • Participates in activities and duties related to permitting on County roads and coordinates with appropriate County manager.

  • Coordinates operations with County Construction Manager.

  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

MINIMUM JOB REQUIREMENTS:

  • Bachelor’s degree in Urban Planning, Spatial Sciences, Engineering, or similar

  • 7 years experience in planning related field, 2 years management experience.  

  • Communication and conflict resolution skills to explain platting process

  • Basic knowledge of computers and software such as databases, spreadsheets and word processors.

  • Interpersonal skills and ability to deal effectively with the public, other employees, and elected officials; ability to complete assignments in a timely manner.
