Description
Provides high-level planning and technical services, as well as oversight of long-range planning and ordinance updates related to zoning, urban design, subdivision, and general development activities of the Town.
Examples of Duties
• Assists the Director of Development Services in establishing, administering, and evaluating goals, objectives, policies, and procedures for the division.
• Researches, interprets, and administers technical planning studies and oversees updates to land development regulations, including the Master Plan, SMARTGrowth and other regulatory ordinances.
• Provides leadership and direction in the development of short and long range plans, ordinances and/or projects for the department.
• Gathers, analyzes, and reports on pertinent social, demographic, economic, physical, and urban design data relevant to current and long-range planning activities.
• Prepares studies and reports regarding land use, building activity, residential and commercial improvements, and related long-range planning activities.
• Attends weekly Development Review Committee meetings in order to remain knowledgeable on current development services requests and case status.
• Coordinates long-range planning project activities across divisions/departments.
• Works with TRAKiT or equivalent tracking software to gather and analyze permit and project data for reporting.
• Works with the GIS Division to update planning data and create any necessary maps to illustrate changes in development patterns, growth or other relevant topics for associated reports and presentations.
• Represents Planning Services before and provides support to the Planning and Zoning Commission (P&Z), including presentations on development activities and other relevant topics.
• Attends and represents Planning Services at Town Council meetings when required by the Director of Development Services.
• May supervise planner or planning tech employees.
• Serves as a mentor, providing direction and training to new Planning Services employees.
• Provides technical planning and zoning assistance and professional planning and development advice to other Town Departments/officials, governmental agencies, private organizations, businesses and the public.
• Responds and resolves complex and sensitive development-related questions and issues from the public.
• Represents the Town at regional and area meetings and attends development training in the field of municipal planning.
• Adheres to personnel, safety and departmental policies and procedures.
• Informs director of all work and departmental activities.
• Performs other duties as assigned.
Minimum Qualifications
• Must have a Bachelor’s degree, preferably in Urban Planning, Public Administration, Architecture, Geography or a related field.
• Must have a valid Texas Driver’s license and driving record must be in compliance with Town policy.
WORK EXPERIENCE:
• Must have five (5) years of progressively responsible work experience in municipal planning and zoning or a related field. A Master’s degree in Urban Planning, Public Administration, Architecture, Geography or a related field may substitute for two years of required work experience.
Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history).
Desired Qualifications
• Membership in the American Planning Association (APA), the Congress for the New Urbanism (CNU) or an equivalent professional organization is preferred.
• American Institute of Certified Planners (AICP) is preferred.
• Supervisory experience is preferred.
