LOCATION:                  Ellis County Central Annex | 302 N. Monroe St (2nd Floor) Waxahachie, TX 75165

HOURS:                       Monday – Friday   8:00 AM – 5:00 PM

                                                

POSITION SUMMARY:

Under the general supervision of the GIS Manager, the candidate will work to improve existing 911 GIS and tabular datasets and county GIS datasets, create/validate data in the field, and handle internal and external data/map requests collaboratively and individually.  Creates/inputs geographic data from various sources and produces high-quality outputs as needed.  Strong customer service skills will be required for daily interaction with the public, internal county departments, outside agencies, and others in person, by telephone, and by email.

EDUCATION, EXPERIENCE & LICENSES

  • Education from an accredited college or university:
    1. Associate Degree in GIS or Bachelor’s Degree in GIS, Geography, Planning, or related field preferred
    2. GIS Certificate and/or 15 hours of GIS coursework
  • Experience:  1-3 years of progressively responsible professional GIS experience preferred
  • Combination of education and experience may fulfill the above requirements
  • Possess a current Class C Texas Driver’s License

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Including but not limited to: 

  • Use ArcGIS Pro editing tools to create, edit, query, and validate GIS data in versioned multiuser SQL databases
  • 911 Addressing Activities
    1. Assist the public in person, by telephone, and via email with 911 addressing and associated tasks
    2. Coordinate with other internal county departments to assign addresses alongside permitting processes
    3. Data creation, cleanup, research, and field verification of GIS data (address points, roads, etc.)
  • Accurately and consistently perform data entry according to the North Central Texas (NCT) 911 data schema and Ellis County GIS guidelines
  • Fulfill GIS requests for maps and/or data for internal and external customers, including other agencies and the general public
  • Conduct research primarily in the office and the field and in creative but authoritative ways to resolve missing, inaccurate, and/or conflicting information while ensuring the accuracy of geographic data
  • Search and read maps, public records, legal descriptions, deeds, plats, as-builts/construction plans, CAD files, and historical documents for GIS data validation, correction and creation
  • May be assigned to support critical county priorities during unforeseen events, disasters, or other emergencies
  • Regular and consistent attendance for the assigned work hours is essential.
  • Other duties as assigned by the supervisor or department director

Software/Hardware/Technical Knowledge and Skills:

  • ArcGIS Pro 3.0 or newer, ESRI ArcGIS Desktop 10.8
    1. Experience with ArcGIS editing tools, shapefiles, file geodatabases, editing in a versioned multi-user database, and understanding geodatabase topology
    2. Familiarity with querying SQL databases and validating data
    3. Comfortable importing and exporting various data types to and from the GIS environment
    4. Knowledge of Linear Referencing (LRS) preferred
    5. Comfortable working with complex symbology and labeling (maplex)
  • 911 Addressing knowledge, familiarity, and/or willingness to learn preferred
    1. Knowledge of NENA 911 Addressing Guidelines or similar addressing concepts is extremely helpful
    2. Familiarity with the NCT911 Region’s Addressing preferred
  • AutoCAD and/or knowledge of the use of AutoCAD files in ArcGIS Pro and/or ArcGIS Desktop
  • Microsoft Office Suite (Excel, Word, Access, Outlook), Microsoft 365 Suite
  • Abode Acrobat or similar PDF editing software
  • Photoshop or Gimp knowledge helpful
  • Ability to:
    1. Update and install software onto a desktop computer
    2. Troubleshoot technical problems with GIS Software
    3. Use and troubleshoot technical issues with large format printers and scanner
  • Comfortable assisting non-GIS persons with web maps and GIS software

 

WORK CONDITIONS/PHYSICAL DEMANDS

This position is primarily in a climate-controlled office environment when indoors.  Below are some additional items:  

  • Sit at a desk using a desktop computer for extended periods
  • Bend, lift (up to 50lbs), climb, walk indoors and outdoors in potentially rugged environments in all weather conditions

  • Drive a county vehicle for 911 address field verifications and GIS data field collection.

  • Vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, ability to adjust focus, visual acuity, and manual dexterity using computers and telephones.
