JOB DESCRIPTION

POSITION SUMMARY

Directs and manages the activities of the Development Services Department including planning and zoning; building plan review, permits and inspections; and health permits and inspections functions.

Serves as technical adviser to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and other City boards and commissions. Performs related technical activities and other tasks as assigned by the mayor and or city administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Serves as staff liaison to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and City officials on matters related to planning, building, and health activities.

• Prepares and manages the department’s operating budget.

• Selects, trains, and supervises personnel and third-party, professional services consultants.

• Makes recommendations, revises existing or develops new policies, and drafts associated ordinances.

• Responsible for establishing an informative, efficient and customer-friendly department.

• Directs and performs research, analysis, and prepares agenda communications and other technical planning reports for city leadership, boards and commissions.

• Interacts, confers with, and advises employees, citizens, civic groups, property owners, developers, contractors, builders, engineers, architects, surveyors, other consultants, and other governmental agencies concerning planning, building, and health regulations.

Responsible for and oversees the planning, coordination and organizing of the day-to-day operations of the permit process start to issuance.

• Expected to exercise honesty, leadership, problem-solving, competent judgment, wisdom, common sense, and initiative in establishing efficient and effective departmental operations.

• Attends meetings, presents cases, and provides updates to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and other boards and commissions related to the activities of the Development Services Department.

• Performs other duties requested by the mayor or city administrator.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of principles, practices, and methods of municipal government, urban planning, development, and construction.

• Knowledge of trends in local, state, and federal government.

• Knowledge of supervisory and management practices and techniques.

• Ability to prepare, communicate, and present technical reports.

• Ability to plan, direct and supervise the operations of the Development Services Department.

• Ability to collect, organize, and analyze economic, social, and physical data.

• Ability to work effectively with employees, citizens, civic groups, property owners, developers, contractors, builders, engineers, architects, surveyors, other consultants, and other governmental agencies.

Departments: Development Services Hiring Range: $88,832 - $98,090
