Summary
Responsible for assisting the Planning Director with the planning, directing, managing and coordination of the activities and operations of the Planning Department. Responsible for overseeing the department’s development review activities, including zoning, permitting, and subdivision administration,. Also responsible for participating in the coordination of assigned activities with other City departments and/or outside agencies.

Salary Range: $98,550.40 - 111,945.60 (Depending on qualifications)
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Serve as the Assistant Director of the Planning Department, providing complex administrative and business operations support to the Planning Director and the department.
Supervise the processing of all development applications, including plats, site plans, landscape plans, building elevations, and relevant permits to ensure compliance with City regulations and policies.
Review incoming development requests, including at pre-submittal stage, with planning staff, assess alignment with Comprehensive Plan and other strategic plans, and explore recommendations on improving development proposals.
Review and approve planning work, analysis, and reviews performed by staff. Assist with projects as needed.
Create planning documents, policy reports, staff reports, and presentation materials.
Manage support, schedule, and agenda items for Plan Commission, Board of Adjustment, City Council and advisory committees as requested/needed.
Assist with the development of the department and program budgets. Approve expenditures as needed.
Assist with the development of standard operating procedures for the Planning Department.
Serve as a liaison to engineering, building inspection, and code compliance divisions to produce better outcomes on development projects.
Act as liaison to City Council and Management, other departments, agencies and the general public in the absence of the Planning Director.
Minimum Qualifications
Master’s Degree
6-8 years related professional planning experience
2-3 years of progressively responsible management experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience:
Master’s Degree in Urban Planning or related field of study
7+ years’ experience urban planning in a municipal environment
2+ years of progressively responsible management experience in public or private sector focusing of municipal government
Knowledge, Skills & Abilities:
Extensive knowledge of urban planning and general practices Extensive experience in development review including zoning cases, site plans, plats etc.
Considerable knowledge of federal, state and local laws, ordinances and codes pertaining to a wide variety of planning topics
Considerable knowledge of principles of personnel management, including supervision, training and performance evaluation
Skill in Microsoft Office (Access, Excel, Outlook, PowerPoint, Word)
Skill in developing and maintaining cooperative working relationships with City management, employees and citizens
Ability to communicate effectively in writing and verbally
Ability to exercise sound and independent judgment within general policy guidelines
Strong problem-solving and negotiation skills
Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers
Licenses and Certifications
American Institute of Certified Planners (AICP) Urban Planner certification preferred
Valid Class C Texas driver's license
