Description

 Provides planning and technical services related to planning, zoning, urban design, subdivision, and general development activities of the Town.

Examples of Duties

• Researches, interprets, and administers technical planning studies and land development regulations, including the Master Plan, SMARTGrowth, and other regulatory ordinances.
• Prepares staff reports and other supporting documentation for assigned development projects.
• Works with the GIS Division to create any necessary maps to illustrate changes in development patterns, growth, or other relevant topics for associated reports and presentations.
• Prepares presentations for projects before the Planning and Zoning Commission (P&Z), which may include visiting job sites, taking photographs, creating graphs and slides, etc.
• Attends Town Council meetings when required by the Director of Development Services or the Planning Manager.
• Responds and resolves complex and sensitive development-related questions and issues from the public.
• Attends and leads weekly Development Review Committee meetings and lends staff support and direction when required.
• Assists in researching and/or developing and revising policies and regulations relating to SMARTGrowth and development services, including elements of the Master Plan, the Land Development Code and other regulatory ordinances. Assists in the preparation of studies and reports regarding land use, building activity, residential and commercial improvements and related planning activities.
• Provides technical planning and zoning assistance and professional planning and development advice to other Town departments/officials, governmental agencies, private organizations, business, and the public as needed.
• Represents the Town at regional and area meetings and attends development training in the field of municipal planning.
• Adheres to personnel, safety, and departmental policies and procedures.
• Informs supervisor of all work-related activities.
• Performs other duties as assigned.
Long-Range Responsibilities
• Completes long-range planning and urban design assignments related to comprehensive and area planning, including preparing and evaluating plans and written reports.
• Gathers, analyzes and reports on pertinent social, demographic, economic, physical and urban design data relevant to current and long-range planning activities using TRAKiT or equivalent tracking software.
 

Minimum Qualifications

• Must have a Bachelor’s degree, preferably in Urban Planning, Public Administration, Architecture, Geography, or a related field.
• Must have a valid state issued driver’s license and driving record must be in compliance with Town policy.

WORK EXPERIENCE:
• Must have three (3) years of progressive responsible work experience in municipal planning and zoning or a related field. A Master’s degree in Urban Planning, Public Administration, Architecture, Geography, or a related field may substitute for two years of required experience.

Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history).

Desired Qualifications

• Membership in the American Planning Association (APA), the Congress for the New Urbanism (CNU), or an equivalent professional organization is preferred.
• American Institute of Certified Planners (AICP) is preferred.

KNOWLEDGE / SKILLS / ABILITIES:
• Must have an extensive working knowledge of the principles, concepts and theories of planning, zoning, subdivision laws, land use, and land development.
• Must have a general working knowledge of the principles of architectural design and capable of analysis and comprehension of civil/engineering site plans and architectural building plans for determination of compliance with applicable land development regulations.
• Must have excellent communicative skills, both oral and written, and analytical, leadership skills.
• Must be able to research and analyze land use concepts, as well as complicated regulations.
• Must have the ability to establish relationships with co-workers and the general public.
• Must have knowledge and experience with personal computer operations in a Windows environment, including Microsoft Word, PowerPoint, and Excell
• Experience working with mapping software (GIS) and tracking software such as TRAKiT is preferred.
• Must be able to work in a fast-paced environment: understand and carry out oral and written directives; work well under pressure and stress; handle multiple tasks; organize and prioritize work assignments; make competent decisions; maintain a pleasant and friendly demeanor at all times; and maintain confidential matters.
• May work extended hours, as needed, to attend P&Z and other related meetings.
