Job Summary
Under general supervision, is responsible for ensuring the efficient and effective development of the City by preparing short term/long-term planning and coordination of implementation activities including development plans, codes, and ordinances. Serves as the liaison to the Planning and Zoning Commission, Architectural Review Board, and Board of Adjustment. Manages an annual department and capital expenditure budget. Supervises department personnel, including planners and building inspectors. Interfaces directly and frequently with the City Council, the Planning and Zoning Commission, City management and other City employees, news media representatives, community organizations, and the general public.
Essential Job Functions and Other Important Duties
- Hire and supervise department staff to ensure effective and efficient operations; assign, schedule, and review work; deliver or provide for work-related training/education; complete performance evaluations; conduct counseling and take disciplinary measures as indicated; terminate the employment of personnel, as required.
- Prepare department budget and monitor budget expenses; review and approve departmental expenditures.
- Develop and implement departmental policies and procedures; ensure department personnel comply with City policies and procedures.
- Review and recommend disposition of subdivision, zoning, site development proposals.
- Coordinate with other City departments, including economic development, code compliance and development engineering, as well as State and local agencies to lead the preparation of plans for long-term annexation, capital improvement, land use, transportation, utility, and similar plans that influence the development of the City; present development proposals to Planning and Zoning Commission and City Council. In addition, administer and monitor implementation of comprehensive plans, the United Development Code, and various development agreements.
- Prepare various ordinances regarding a wide range of development topics.
- Prepare regular monthly reports and special reports regarding Planning & Development Services Department operations and development plans, as requested by City management or the City Council.
- Attend City Council and other meetings, as required; interface with other City and community organizations including the Capital Area Metropolitan Planning Organization (CAMPO), as requested; and address community groups regarding City plans, policies, and actions.
- Prepare, assess, and implement the applicable components of the City's Emergency Management plans.
- Ensures that all legal notifications are met in accordance with State Law and City ordinances.
- Ensures that the Division's zoning and development file systems are updated and completed.
- Ensures the Department's Standard Operating Procedures are followed and kept up to date.
- Completes performance evaluations on subordinate employees.
- Processes annexation and Dis annexation applications.
- Assists in the preparation of development agreements.
Job Qualifications
Formal Education: Bachelor’s degree in urban and Regional Planning or a related field.
Relatable Work Experience: Ten (10) years of progressively responsible experience in the administration of local codes and ordinances, preparation of long-term plans and codes, and working with community groups; Five (5) years of supervisory/managerial experience. Master’s degree may be counted toward one year of experience.
Training, Licenses, and Certifications:
AICP Certification

One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements:
Knowledge in principles, theories and practices of management; comprehensive and strategic planning principles; applicable state, city, and federal regulations/guidelines pertaining to areas of responsibility; and overall city operations.
Knowledge and the ability to research, analyze, interpret complex legal, development, subdivision, planning and zoning proposals.
Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
Skill in negotiating.
Ability to relate well with people of divergent interests and activities.
Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
Subject to sitting and standing to perform essential functions in an office environment.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
