Planning and Zoning Manager

The Planning and Zoning Manager works under the general direction of the City Engineer. This individual will be involved in all levels of the development process from helping negotiate complex development agreements down to creating and mailing property owner notices for public hearings. The position caters to an organized, creative, strongminded individual who can work independently with little direction or oversite and follow a precise schedule. The position requires a thorough knowledge of planning principles along with a practical approach to development. This is a highly responsible position that demands professional level work and an exceptionally high level of critical thinking, customer service and diplomacy. The position will involve management of personnel.
Primary Duties & Responsibilities
PRIMARY DUTIES AND RESPONSIBILITIES: Essential duties and responsibilities may include, but are not limited to the following:
- Represents the City of Red Oak in a professional, appropriate manner at all times.
- Provide development/zoning information, verification and guidance to Red Oak citizens, real estate agents, appraisers, engineers and developers regarding zoning and platting issues.
- Manage all record keeping activities for all zoning changes, annexations, variances.
- Manage all updates to the Zoning maps.
- Manage all zoning change and site plan applications.
- Manage all plat applications including county recording, scanning and records management.
- Manage the planning technician staff member.
- Issue case numbers for all zoning and platting applications.
- Plat addressing and coordination with emergency services and county regarding the addresses.
- Coordinate ETJ plats between County and City.
- Prepare and publically post Planning and Zoning Commission and ZBoA Agendas.
- Prepare memorandums and staff reports for each case that goes before the Commissions and Council.
- Prepare P&Z packets digitally and distribute to commission members.
- Prepare P&Z meeting minutes.
- Present Cases before the Commissions and Council.
- Coordinate with newspapers for publications for public hearings.
- Prepare and mail zoning change notifications as required by state law.
- Attend monthly P&Z and City Council Meetings and when requested; the Zoning Board of Adjustment Meetings.
- Assist the City Secretary after P&Z hearings to prepare documents for City Council including ordering various ordinances from the City Attorney.
- Create and maintain systems that allow for expedited zoning/platting and permitting.
- Create and maintain development status reports.
- Draft/amend and create ordinances as they pertain to development.
- Coordinate and give input on updates to the zoning/subdivision ordinance and comprehensive plan.
- Coordinate Development Review Committee (DRC) meetings with landowners, developers and appropriate staff.
- Create and maintain a webpage for the department with helpful forms and information (content only, no web design).
- Residential, commercial, industrial and planned development plan review.
- Inspect Landscaping at the completion of commercial and residential projects to ensure compliance with zoning and approved plans.
- Review building permit applications and Certificate of Occupancy Applications (zoning aspects).
- Screening wall and Landscape plan review.
- Compile and manage data for Geographic Information System.
- Assist in the preparation of the division’s budget, revenue planning, fee assessments and collection.
- Assist in the development and implementation of goals, objectives, policies, procedures and work standards for the division; ability to identify the critical path and streamline business processes (such as moving towards a paperless office)
- Monitor legislation and technical developments that may affect the planning function; evaluate their impact upon departmental and City activities and draft code changes implementing policy and procedural changes, as needed.
- Protect classified, confidential and sensitive information.
- Supports the relationship between the City and the public through courteous and cooperative interactions.
- Performs all job duties, tasks and activities according to work instructions, defined procedures and policies.
- Identifies, records and reports problems that interfere with completion of job duties, and initiates, recommends or provides solutions as appropriate.
- Keeps work areas clean and orderly.

- Performs additional related duties as assigned or required by supervisor.
Qualifications
EDUCATION & EXPERIENCE
- Bachelor’s degree (Master’s degree a plus) in Urban Planning, Public Administration, Geography, Community Development, Historic Preservation, Architecture, or related field.
- AICP Certification Strongly Preferred.
- Five years of experience in planning and development (municipal experience strongly preferred).
CERTIFICATIONS & LICENSES
- Valid Texas Class C Driver’s License with clear driving record.
- AICP Strongly desired
Knowledge, Skills & Abilities
- Knowledge of planning principles, specifically related to land use planning, development, community engagement, and implementation.
- Knowledge of state statues, particularly the Texas Local Government Code, as it pertains to planning, zoning, subdivision, annexation, and other development-related matters.
- Knowledge and understanding of data and analysis requirements pertaining to subdivision plats, site plans, rezoning proposals, code amendments, demographics, mapping, land use plans and studies.
- Understanding of how short term decision-making affects long-term planning goals of the city.
- Knowledge of basic engineering concepts and theories related to the development of residential and commercial properties.
- Ability to clearly convey complex ideas.
- Ability to communicate clearly and effectively, particularly to City boards, commissions, and residents both orally, in writing, and through media presentations.
- Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
- Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.
- Knowledge of principles, methodology, practices of research and data collection.
- Experience using ArcGIS or QGIS, and Microsoft Office products including SharePoint, and Adobe Acrobat.
- Ability to think creatively.
