Summary
Under general supervision of the Planning Manager or his/her designee and other senior level positions, the Planner I performs professional review of municipal planning applications and completes special projects. This position implements and enforces the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances, and provides Staff support to elected and appointed officials.
The Planner I performs professional level duties and manages smaller, less complex development projects and leads smaller, less complex pre-submittal meetings, HOA meetings, etc.
The Planner II takes on added responsibilities from that of a Planner I and exhibits more of an in-depth knowledge of City Ordinances, processes, and procedures while managing complex, multi-layered development projects.
The Senior Planner is experienced in development and zoning matters with in-depth knowledge and application of the City’s policies, and development practices and standards. Uses initiatives and resourcefulness in planning detailed methods to attain desired objectives. Can resolve disputes and conflicts in development/zoning matters and provide well thought-out solutions that comply with City’s policies and development standards. Performs more complex technical and investigative duties requiring a higher level of knowledge and skill.
Pay Range: Depending On Qualifications
$28.69 - $50.69 Hourly
$59,678.84 - 105,433.90 Annually
Planner I
- Acts as project manager for the duration of smaller, less complex development projects including but not limited to substantially conforming site plan, site plan, minor plat, and amending plat applications.
- Evaluates or assists in the review of specific use permit and zoning request applications.
- Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rate.
- Administers the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances.
- Coordinates with applicable City departments to complete thorough project reviews and approvals of development and construction plans.
- Assists in meeting the objectives of the City Council’s Strategic Goals and the Department’s Five-Year Strategic Plan.
- Meets with project applicants for pre-and post-development review to discuss compliance with the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances.
- Prepares professional Staff reports and recommendations for presentation to the Planning & Zoning Commission and City Council.
- Presents in front of elected and appointed officials, applicants, and residents.
- Conducts special research projects.
- Assists in the preparation of Development Agreements.
- Prepares and presents detailed reports on development applications.
- Responds to inquiries and complaints from the public and provides information to the public regarding development applications.
- Provides accurate information to the public regarding development regulations.
- Assists in resolving citizen and customer issues.
- Conducts on site reviews of development and construction projects.
- Complies with all City policies and procedures.
Planner II
- Acts as project manager for the duration of complex, multi-layered development projects including but not limited to preliminary site plan, preliminary plat, site plan, specific use permit and zoning request applications.
- Collects and analyzes a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rate.
- Administers the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances from an in-depth knowledge level of the Ordinances.
- Coordinates with and directs representatives of applicable City departments to complete thorough project reviews and approvals of development and construction plans. This position identifies overlapping and/or conflicting project review comments and mitigates for those issues.
- Assists in meeting the objectives of the City Council’s Strategic Goals and the Department’s Five-Year Strategic Plan.
- Meets with project applicants for pre-and post-development review to discuss compliance with the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances. This position critically thinks about the project before them, identifies the challenges, and provides solutions to mitigate issues that arise in the development process.
- Seeks innovative solutions to difficult or unusual development proposals.
- Prepares professional and consistently written Staff reports and recommendations for presentation to the Planning & Zoning Commission and City Council.
- Presents confidently in front of elected and appointed officials, applicants, and residents, accurately answers the questions posed, and manages the discussion.
- Prepares and confidently presents detailed reports on development applications, responds accurately to questions, and manages the discussion between the government body, Staff, the applicant, and the public.
- Conducts special research projects.
- Assists in the preparation of Development Agreements.
- Assists with updates and maintenance of the Comprehensive Plan and land development regulations.
- Responds to inquiries and complaints from the public and provides accurate information to the public regarding development applications.
- Conducts on site reviews of development and construction projects.
- Complies with all City policies and procedures.
Senior Planner
- Prepares reports, studies, and policy statements related to research, surveys, and development standards for the Zoning and Subdivision Regulations Ordinances.
- Establishes databases to aid in the coordination, collection and analysis of data related to Federal, State, Regional and City zoning ordinances, and codes.
- Coordinates and prepares informational materials, impact assessment fees, and placement of development plans and zoning exhibits on an agenda for boards, committees, and commissions.
- Reviews and releases development or zoning plan requests to Engineering Services and Building Inspections.
- Administers and enforces zoning and planning regulations and ordinances.
- Reviews, coordinates and releases pending projects with City departments related to results of Board of Adjustment, Planning & Zoning Commission and City Council meetings, and coordinate preparation of development agreements.
- Authors and revises development standards, presents new and revised standards to the boards, commissions, and City Council to pass and implement new or revised standards to protect the environment, conserve and preserve natural resources and meet new regulations and standards implemented at the regional, State and Federal level.
- Recommends policy and procedural changes based on research and forecasts of land use studies, population growth, demographics and transportation issues and studies.
- Networks, negotiates and advocates for public policy changes with legislators, environmental agencies, natural resource conservation groups, developers on the protection and development of wetlands.
- Reviews and recommends report changes to staff reports before forwarding to the Planning Manager.
- Posts publications of Public Hearing Notices.
- Conducts public hearings and receives statements and recommendations related to proposed changes and implementation of various ordinances.
