Description
Under general supervision, the Planner performs professional level work in the field of planning and development services. Duties involve long range planning activities and special studies for the city. This position will focus on long-range/comprehensive planning and historic preservation.
Posted range is the starting salary. Pay rate offered is based on experience.
Examples of Duties
Review and process comprehensive plan amendments, development code amendments, and zoning proposals. Research policies and standards to determine best planning practices and analyze the effects of land use policy on development outcomes. Track implementation progress of the city’s comprehensive plan across city departments.
Conduct plat and site development plan review and determine compliance with the development code and other applicable city ordinances. Process complex single-purpose permits and agreements, including but not limited to sign permits, encroachment agreements, easement releases, license agreements, temporary use permits, and Certificates of Appropriateness in accordance with city regulations. Respond to requests for zoning verifications by researching zoning standards, PUD requirements, and other variances/exceptions associated with a property. Address code violations and provide clarity and policy solutions to Legal and Code Enforcement.Perform field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans.

Conduct site inspections for new commercial, multifamily, and industrial development; issue certificates of completion for non-residential projects.
Prepare written reports and make presentations to the Planning and Zoning Commission, Zoning Board of Appeals, Historic Preservation Commission, etc. and to the public. Prepare and present special lectures for the community (preservation month, local legends, marker dedications, lunch and learns, RRISD classroom content, etc.).
Conduct public outreach, research, and data analysis to develop planning policy. Utilize a variety of communication tools and software to create primary data sources using GIS mapping/visualization and data synthesized from other sources; create promotional graphics and layout documents and reports utilizing specialized software; manage extensive departmental website; utilize drawing/drafting skills for urban design purposes; and utilize public outreach software to conduct surveys and subsequently analyze results.
Coordinate events for various planning initiatives including reserving facilities, issuing necessary notifications/invitations, managing volunteers, preparing meeting materials, creating promotional graphics, coordinating day-of logistics, and synthesizing and distributing meeting results through a variety of media.
Utilize historic preservation skills to preserve structures designated as landmarks by the city, state, and federal government. Complete Section 106 federal reviews to ensure that federally funded projects do not adversely impact historically significant properties. Requires ability to research and understand the history of the community, including determining period of significance and what architectural features of a historic structure contribute to historic character. Inspect historic properties to ensure they meet maintenance standards required by code and work with contractors and property/business owners to resolve issues. Develop educational materials and programs about historic preservation and the city’s history.
Work in conjunction with other city departments to ensure cohesive application of city policies and ordinances.
Provide information to citizens and developers regarding city requirements and development requests and projects.
Conduct special studies and projects to implement the city’s adopted comprehensive plan and other city plans.
Experience and Training
- A Bachelors or Master's degree in City/Regional Planning, Geography, Landscape Architecture, Architecture or related field.
- One year previous experience with a Bachelor's degree. No previous experience required with a Master's Degree. Additional work experience may be substituted for Bachelor's degree on one-to-one basis.
