GENERAL PURPOSE                                                                                           

To perform complex supervisory, managerial, and administrative functions and apply professional skills and knowledge in the planning, organizing, coordinating, directing, and supervising of the activities of the Planning Division, to include oversight of all current and long-range planning functions.  Employee will exercise supervisory oversight over all Planning Division staff and will fill in for the Executive Director of Development Services in his or her absence.

 

SUPERVISION EXERCISED                                                                                

Employee assists the Executive Director in the administration and supervision of the Development Services Department by providing direct oversight over the Planning Division, and over the entire Development Services Department in the Executive Director’s absence.

Understands and applies administrative and professional theories and principles, including but not limited to, human resources, departmental budgeting, statistical methods, land use planning, comprehensive planning, revitalization and re-investment initiatives and subdivision review.

Develops and implements projects and programs for the Division and establishes broad priorities and work sequences including but not limited to: Department Plan, Strategic Plan, Business Plan, Quarterly and Annual year end reports.

Oversees the general administration of the Planning Division of the City of Killeen Development Services Department, including oversight, administration, and implementation of the Comprehensive Plan, Future Land Use Map, Zoning Ordinance, Subdivision Ordinance, and other planning and development related policies and documents.

Oversees the review of various development applications including subdivision plats, rezoning requests, and Future Land Use Map amendment requests, provides professional planning services, and reviews technical documents for compliance with City standards

Assists in the hiring, training, supervision and evaluation of staff and provides counseling and coaching to staff within the division; ensures compliance with all City policies and procedures.

Provides direction for the collection of data, establishment of databases, and assessment of policy options that facilitate community decision-making with regard to performance of adopted or contemplated plans and policies; prepares information using a variety of data sources to assess community issues and trends; and to monitor the implementation progress on the Comprehensive Plan.

Ensures that the Executive Director is kept fully informed on the condition of the department and about any trends, events, or emerging issues of significance to the department’s success.

Manages the agenda and attends the meetings of the City Council, Planning and Zoning Commission, Heritage Preservation Board, Construction Board of Appeals, Zoning Board of Adjustments and Appeals, and Tax Increment Reinvestment Zone Board.

Acts as lead participant in the development of departmental priorities objectives, goals, and actively seeks out new processes and technologies to help improve departmental efficiency and effectiveness.

Exercises sound judgment and takes responsible actions as a City representative during contact with the public, elected and appointed officials, developers, contractors, and other City employees.

Trains and mentors’ employees in administrative, technical, management, customer service and leadership responsibilities. Manages projects and programs as assigned by the Executive Director. Works independently with considerable latitude for the use of initiative and independent judgment.

Assists the Executive Director in the preparation, review, and presentation of Department’s annual budget. Oversees the development and preparation of new ordinances and ordinance amendments for consideration by the governing body. Attends professional development workshops and conferences to keep abreast of trends and developments in the field on municipal planning.

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license and comply with City of Killeen driving policy accordingly

Serves as a member of various staff committees as assigned.

Performs other duties as assigned.

 

EDUCATION AND EXPERIENCE:

  1. Graduation from an accredited four-year college or university with a degree in land use planning, urban planning, public administration or related field;
  2. Seven (7) years of experience in municipal planning, or a closely related field;
  3. Supervisory experience(preferred);
  4. Master’s degree in land use planning, urban planning, public administration or related field may be substituted for two (2) years of experience;
  5. Experience in Geographic Information Systems(preferred); and
  6. AICP Certification(preferred).

 

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Must be able to meet and effectively deal with the public; ability to communicate effectively verbally and in writing; ability to handle stressful situations.
  2. Must possess strong organizational skills and knowledge of government organization and administration.
  3. Must have working knowledge of network devices, databases, and computers. Must be proficient in Microsoft Office to include Word, Excel and PowerPoint.
  4. Meetings of the Commission require that the employee stay after hours for meetings on a regular basis.
  5. Must possess the ability to establish effective working relationships.
  6. Must be able to evaluate planning material and to communicate effectively.
  7. Must possess the ability to perform technical research and resent findings resulting from such research.
  8. Must be able to coordinate departmental activities and programs with other municipal departments and public agencies.

 

SPECIAL REQUIREMENTS

Must have a valid driver’s license by date of hire.

Must obtain and maintain a Texas Driver’s License within 90 days of hire.

Must be physically capable of moving about on construction work sites and under adverse field conditions.
