Under the general guidance of the Chief Building Official, this managerial and administrative position is responsible for assisting in the supervision and leadership of the Building Services Division. As a part of the Building Services Division, the Deputy Chief Building Official is an integral team player in community building. Directly manages subordinate Permit Specialists and Plans Review Specialists. Provides oversight for all plan reviews and coordinates those reviews from other departments.  Provides management of the entire plan review process, from the submission of plans to the time of Certificate of Occupancy issuance, which includes the permit center, review process, permit issuance, inspections, and project completion. Works directly with other city departments to ensure quality control throughout the development process to enhance the overall customer experience. Works to protect the health, safety and welfare of the community while providing outstanding service to customers both internal and external. Provides positive and creative leadership to all Building Services personnel under the direction of the Chief Building Official. Assists the Chief Building Official with supervision of the Building Division. The Deputy Chief Building Official will positively affect the overall development experience for all customers.  Directly assist the Chief Building Official in all other aspects of the Building Services Division. 

 

Duties

  • Coordinates the efforts of Plans Review Specialists and Permit Specialists for the betterment of the overall development process. Works with associated departments to ensure the integrity of the overall customer development experience.
  • Provides resolution to complex customer service issues by responding to questions and concerns in the development process.
  • Works in conjunction with the Chief Building Official to manage the development process from plan submittal through Certificate of Occupancy.  
  • Stays up to date on the content of International Building Codes, State regulations, and the actions of benchmark Texas cities on building code standards as well as inspection and enforcement practices. 
  • Performs other duties as required.

 

Minimum Qualifications

Required:

  • Bachelor's Degree from an accredited college or institution in Construction Management, Business Administration, or  a related field.
  • Three years progressive experience as an Architect, Engineer, Inspector, Building Contractor, or Plans Examiner.
  • State of Texas Plumbing Inspector License.
  • Working knowledge of the International Building Codes, National Electric Codes, etc.
  • Valid driver’s license with acceptable driving record.

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:

  • Three years experience working with municipalities.
  • Three years experience  in building code enforcement.

 

Knowledge, Skills and Abilities

Knowledge of development and construction practices, procedures and requirements. Knowledge of building construction codes, development standards and licensing laws. Ability to supervise, teach and train employees. Ability to interact appropriately with co-workers and the public. Ability to oversee the development process within Planning and Development Services through permit tracking, plans examination, and customer interaction.
