JOB SUMMARY:
Under general supervision of the Director or Assistant Director of Development Services, perform research, analysis, technical services, and production of professional reports and presentations to the City Plan Commission, Zoning Board of Adjustment, City Council, and the general public. Coordinate application review process with affected parties, including review of development applications for compliance with the City Ordinances, design guidelines, and other development policies. May manage assigned work groups. Respond to walk-in, email, and telephone inquiries in a professional manner. Assist with and manage special long-range planning projects and studies, as assigned. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
Manage project assignments; review development proposals for conformance to City ordinances, including coordination with other City departments. Under direction of the Director or Assistant Director of Development Services, review and process zoning and variance applications. Participate on the Development Review Committee in the review of site plans, landscape plans, and civil plans. Conduct independent research and analysis regarding current planning topics of interest to the City or as pertinent to particular zoning applications. Assist with or manage special long-range planning projects, studies, and other duties, as assigned. Meet with and advise applicants regarding variance and rezoning processes, applicable regulations, and site-specific challenges. Negotiate with applicants to address issues or concerns using individual knowledge, judgment, and research. Be detail-oriented and meet all deadlines. Work in a team environment with other planners, civil engineers, transportation engineers, the fire marshal, building inspection plan review staff, and other City staff members and development professionals. Seek innovative solutions to difficult development proposals and site-specific challenges. Administer and interpret the Comprehensive Zoning Ordinance and Planned Development ordinances for the public and other professionals. Attend meetings of, and make presentations to, the City Plan Commission, Zoning Board of Adjustment, and City Council. Clearly distinguish colors and details on exhibits, maps, plans and other graphic representations. Communicate courteously and effectively in the English language with other employees, citizens, developers, and elected and appointed officials. Read and prepare maps, plans, reports, documents, public hearing notices, and graphic presentations, and make corrections as needed. Conduct site inspections and field surveys; take photographs. Represent the City at planning-related meetings. Work extended hours as needed, including regular night meetings of the City Plan Commission, Zoning Board of Adjustment, and City Council, as assigned.
OTHER JOB FUNCTIONS:
May assist other department employees in usage of computer applications, graphic presentations, and photographic processes. May assist in preparing technical planning information for presentation to Boards and Commissions, and represent the City at inter-city and regional meetings.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Bachelor’s degree in planning, architecture, landscape architecture, geography, or closely related field is required. Texas driver’s license, Class C, required. AICP Certification, or ability to obtain within two (2) years, preferred.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
At least two (2) years of experience in the public or private sector in planning or a related field. Must demonstrate excellent customer service skills, including the ability to effectively deal with appointed officials, developers, development professionals, and the public. Must be skilled in making moderate to complex written and oral presentations to large audiences. Computer-aided graphic and photographic skills required. Proficiency is required in Microsoft Office (including Word, Excel, PowerPoint, Outlook, and Teams) and Adobe Acrobat. Experience in ArcGIS and plan review systems such as Bluebeam is preferred. Demonstrated excellent and effective written and oral communication skills are required.
There is flexibility for the successful candidate to be hired as either a Planner I, Planner II, or Senior Planner depending on experience level and qualifications
