Position Overview
This position is responsible for planning, implementing, and evaluating the activities and operations of the Housing Authority and its affiliates. The role assists the CEO in managing the authority, coordinates departmental efforts to achieve HATC’s mission and program goals, and analyzes current policies to enhance efficiencies and provide better services for the authority’s clients. Additionally, this position oversees the Human Resources, Onboarding, and IT functions for the authority.
Primary Responsibilities
- Provide administrative assistance to the CEO by maintaining a register of action items to ensure tasks are completed and deadlines are met.
- Assist the CEO in managing emails by identifying items for action, meeting requests, and invitations, and organizing emails appropriately.
- Prepare agency submissions for the Board of Commissioners and County Commissioner representatives, which include agenda items, resolutions, reports, and recommendations. This also includes composing, preparing, and distributing meeting minutes and board “read-ahead” materials.
- Prepare and publish a monthly “dashboard” to provide updates on the agency’s programs and initiatives.
- Track and publish updates (at least quarterly) on the status of the agency's Strategic Plan goals.
- Maintain all records and correspondence related to the Board of Commissioners.
- Oversee IT operations and address the technological needs of the authority.
- Provide staff assistance to the CEO to accomplish special projects with a wide impact on the authority; coordinate efforts with other directors to execute these projects.
- Perform Human Resources duties for the authority, including record maintenance, ensuring compliance with legal requirements, and managing recruitment and retention of HATC staff, in addition to the development of a staff professional development training plan.
- Oversee the agency’s benefits programs under the CEO's direction.
- Assist in writing, producing, and distributing the Authority Employee Handbooks and other special reports as assigned.
- Assist in the development and marketing of the HATC (and affiliate) affordable housing development programs and initiatives that address the broader housing needs of the Austin-Travis County community.
- Aid in the development of authority policies and procedures for implementing federal, state, and local directives/statutes/regulations.
- Manage media relations and promote the organization by publishing news releases and utilizing platforms like LinkedIn.
- Serve as a backup hearing officer for informal hearings.
- Perform other duties as assigned.
Qualifications & Requirements
- Bachelor’s degree completion.
- A combination of graduate education and experience that demonstrates the required skills and abilities to fulfill key responsibilities.
- A master’s degree in urban planning, public policy, or a related field, along with management experience, is preferred.
- A proven record and potential for taking strategic, creative, and entrepreneurial actions that will improve HATC and serve our communities.

Working Environment & Physical Demands
- The job is largely sedentary, requiring the employee to sit for up to eight hours.
- Some repetitive hand/wrist motion occurs when using a computer.
- The employee must have a normal range of vision, hearing, and speech to complete paperwork, review documents, and communicate with authority personnel and contacts in person or by phone regularly.
- Work involves the typical risks or discomforts associated with an office environment.
Starting Salary Range
$60,000- $68,000
